Appearance:
Personality: Mewtwo is a... complex sort. At first glance he's mysterious, threatening, withdrawn, reserved, introverted, and contemplative - some would even say cold and calculating at times. He doesn't seem to change his expression much and isn't one for friendly and casual interaction unless he's curious about something or someone; he's most often dismissive and, at times, inconsiderate for the lives of others or their connections to things to the point of cruelty (Though it could be he simply doesn't understand). Often places his personal feelings before anything else but fails at being able to identify and communicate/act out his feelings appropriately, which can lead to childlike frustration and acting out. Also he does not show much in the way of remorse for his actions should he feel his actions are justified, making him more than difficult to reason on many points.
As far as arrogance goes he's not quite there, just deeply confident in his abilities and aware of his own power. Should it prove a point he'll cause a storm or hurl someone through a wall but he isn't one to flaunt his superiority - at least, not any more. When wronged or angered, he can be quite vicious, vindictive and can hold grudges for a long time. At times he'll channel his wrathful tendencies into his fights, and that tends to go over quite badly. Just ask the smoldering remains of where he was made. His main goal is to discover his purpose in life; as a being that isn't considered "real", he feels as though he doesn't belong because humans created him and rejects them due to mistreatment and objectification by human hands.
He's not completely terrible though. He won't belittle someone unless he finds them annoying and is willing to fight alongside certain people who have earned his trust. He shows no compassion for any natural creature, but stolen video footage suggests that he does appear protective for those that are unnatural such as himself; those used as weapons by their own people, experiments, clones and such.

FIGHTING
"I was not born a Pokémon, I was created. And my creators have used and betrayed me. So, I stand alone!"
===========
Powers / Abilities:
Weapons: Can form a spoon from psychic energy, which he wields like a conventional weapon that is capable of easily slicing through metal. He can extend and reshape the tip into things such as a spike or a fork or use it to launch attacks. Can also use his tail as a weapon to strike those who get too close.
Other Items: A brown cape with a hood, a picture of Mew's mural, and Dr. Fuji's last recorded words on a tape.
Weaknesses:
+ For all his power he's sort of like a child in some ways, absorbing everything he can like a sponge. He's still very much learning and trying to understand the world around him and his place in it. This can make him very impressionable.
+ When physically exhausted or mentally torn up (through outside means or otherwise) he has a chance of involuntarily hearing the thoughts of everyone in a twenty-mile radius. Throw on some headphones, turn your volume to max, and hit play on a dozen youtube videos at once every time you’re stressed or tired or upset. Now try to focus on what one video is saying during it. It can be... very disorienting and gives him a crippling headache (with additional nosebleed). Does not work on player characters without permission.
+ X and/or Y forms can only be used once per fight, should circumstances permit the change, and he cannot switch between forms during. Cannot use his spoon in either form.
+ He needs to eat more than average due to the excess Infinity Energy his body naturally harnesses constantly. After reverting back to his normal form he doesn't remember his actions when he transforms (yet) he usually is exhausted and starving afterward if he isn't already unconscious.
+ Can only use four moves once per fight. Default is Swift, Psychic, Shadow Ball and Barrier, otherwise its randomised.
+ Recover can only be used once per fight, does not work on others, headaches caused by overuse of his own abilities or when unconscious.
+ Can be worn out from constant battling and eventually collapse from exhaustion.
+ Metronome can only be used once per fight. Moves are from a random number generator between 1-719 (Moves already listed not included). Moves from legendary pokemon cost more of his energy to use (Moves such as Oblivion Wing, Dark Void are just destructive but don't carry extra effects like turning anything hit with it into stone, and will knock him out right after use).
+ Cannot use Z-Moves.
+ Weak to Bug, Ghost and Dark type attacks as regular and Y forms, weak to Flying, Ghost and Fairy type attacks in X form. In non-gaming terms, the damage he receives when attacked by his type weakesses is greater than usual. EX; he gets attacked by a ghost and the damage hurts more than it normally would, or the wounds are worse.
+ Wasn't taught to read or write, what human foods are or anything; he "spoke" when he needed something, created holograms in place of writing and if need be the computer he created would print his words out on paper or translate writing on screen for him.
+ The tube on his neck is a second spinal cord, and white its protected by bone, it's only a conduit for transferring psychic power so that he can use his abilities to their fullest without damaging or potentially destroying his brain through a psychic overload. In his Y evolution he has three cords while in X form he gains and additional tube next to the first. These tubes are highly sensitive to touch and can disrupt his abilities if damaged or surrounded by certain technologies to render his all but basic functions (Telepathy for speaking only, swift, some other moves) blocked.
+ The sheer willpower that Mewtwo possesses is enough to potentially destroy himself, but not strong enough to destroy his mind in the process.

Canon Point: Post Mewtwo Returns.
Other Information: The same Mewtwo from the first movie/Mewtwo Returns special, with a few headcanons thrown in. This is NOT the same Mewtwo from the manga so while he has a spoon to use as a weapon he isn't very skilled with it yet. Is unaware of the female Mewtwo.
Sample Post: From the top of his rooftop perch, Mewtwo observed the streets below, arms at his sides and his cape fluttering gently behind him. The city was alive with human noise. Occasionally he'd feel slivers of anger or jealousy from a couple of the street wanderer's down below, or hear then argue, though he didn't care to pinpoint the sources. He couldn't anyway, not from this distance. Growing rather bored after a couple of minutes, he turned his head up at the sky and frowned. This night sky was grey, not a single star to be seen even, and the air still carried the lingering scent of rain from a few hours prior. A sudden scream caused him to look back down at the streets again; two humans dressed in black had cornered another one in an alleyway. They were being backed up by a Zoroark and a Sneasel. The other human was carrying an injured Eevee and looked rather exhausted and haggard. Mewtwo straightened up and let himself levitate down from his lookout spot towards them, already planning on how to play this out. He may have been searching for a purpose in his life but one thing that he never grew bored of is fighting. This would be no different than his prior battles.

Image: Normal, armored, With cape, With spoon, Mewtwo Y, Mewtwo X, X & Y Armored (possible idea), Possible human form?
Appearance:
In his usual form at 6'7 ft in height and 269 lbs, Mewtwo has a bipedal humanoid body, with a long tail and large hips and feet that makes his lower half resemble a kangaroo. He has short and fine light lilac colored fur with his tail and torso being a darker purple. He has two ears (or potentially horns), three fingers (Two and a thumb), two (technically three) toes and lilac eyes. A strange, fleshy tube can be seen at the back of his head and connecting to the back of his chest. Has retractable claws on hands and feet, along with fangs, omnivorous teeth and cat-like eyes. Most of the time his pupils appear round like a human, but when when threatened, angry, using some of his powers or in low light they turn into slits. As it stands Mewtwo has no true biological sex, and while he can change his voice to fit whichever gender he chooses, he likes to use his male voice the most as a means of confirming his own identity.
As Mewtwo X he is larger and taller, standing at 7'7 ft and 280 lbs. He's grown physically taller, stronger, and more muscular (his bones have also become thicker) in order to utilize his full physical potential. The 'horns' on his head are longer, pointed and curved upward. There are two tubes behind his neck, his eyes turn light blue (or red if he's lost control), and he has purple growths over his shoulders. His torso is smoother and smaller compared to his long and bulky, ridged limbs and longer, thinner fingers. The tail is slightly shorter and stiffer than before, with a curled tip.
As Mewtwo Y he is much smaller, only at 4'11 and 78 lbs. He appears younger and smoother, almost more feminine. He becomes more dependent on his mind, losing a lot of physical power and built for speed than brawling. He has red eyes, purple digits and a long purple appendage from his head resembling his tail (which he lacks in this mode). He also loses the tube behind his neck, has a half-ring structure on top of his head, and a bumpy ridge similar to a sternum replaces the breastplate structure on his chest.

Enemies: Most humans, Giovanni, Agent 009, Mew
Attached NPC(s) Information: None.
Backstory:
Twenty years ago, a group of Team Rocket scientists traveled to Guyana in search of Mew, the phantom pokemon rumored to have an eternal life force, and discovered its fossilized eyelash. Giovanni, who had funded the project, wanted Dr. Fuji and his colleagues to not only replicate Mew but redesign it into the most powerful Pokemon in existence. Fuji agreed, not only out of service for his boss but to continue his own research to bring his daughter, Amber, back to life through cloning. And so began a process of pain, suffering, neglect, and humiliation. The scientists did all they could, but all attempts had perished before they took their first breath. They then, through horrific gene-splicing and DNA-engineering experiments, physically manipulated not only the fossil's genetics but the genetics of other Pokémon, hoping to find a stable method of producing a viable clone that was both more powerful than and just as stable as the original one. After many more failures, their only successful clone was produced on February 6th.
About the same time, the scientists were experimenting with four other clones, one of a Bulbasaur, Charmander, Squirtle, and the clone of Dr. Fuji's daughter, dubbed Ambertwo. From inside his tank the infant Mewtwo telepathically spoke with the others and quickly befriended them over time, Ambertwo especially. Unfortunately, all four clones perished due to lacking Mewtwo's complex genetic material and sheer power. Unable to comprehend what had happened, Mewtwo became distraught. Dr. Fuji was disheartened but said that he could continuously clone Amber again and again if he needed to, which further upset Mewtwo (who could hear him through the glass) as, to him, that was wrong; there was only one Amber who talked to him. Desperate to control their creation out of fear that the psychological trauma of Amber's death would kill their project Mewtwo was injected with a lot of sedatives (one of which was emotion-suppression) and memory-wiping serum to calm him down.
Roughly after that, Team Team Magma & Team Aqua's shenanigans caused an explosion of Infinity Energy from the Cave of Origin that created another batch of Mega Stones. Giovanni, believing that he could further empower his project, had his top agents steal a couple of the Mega Stones and had Dr. Fuji attempt to reverse engineer and create artificial ones for Mewtwo. The prototypes led to the creation of Gyradosite (the Red Gyrados in the Lake of Rage was to be its test subject before their plans were foiled) and Charizardite X (which was developed but went untested). When Mewtwonite X and Mewtwonite Y were finished, both stones were placed them in Mewtwo's tank. Due to Mewtwo's genetic tampering and life force Mewtwo is capable of naturally harnessing excess infinity Energy from his environment, which caused the stones to dissolve and be absorbed into his body during development. This is how he is capable of Mega Evolution into both forms, though the act of Mega evolving itself (until he can learn to control it) is instinctive.
Nearly a year later Mewtwo awoke, shattering his tank. The scientists openly proclaimed his existence as a science experiment to prove a theory, and not as a living creature (and perhaps still holding a lost memory in his heart). Mewtwo retaliated in fury. The entire laboratory was blown apart and most of the scientists were killed. Among the burning rubble Giovanni appeared and offered to 'help' Mewtwo control his abilities now that he was free and give him purpose in his life. For nearly 14 months, Giovanni used his vast resources to train Mewtwo, helping him learn how to control his immense psychic powers. He only had the bare essentials when living with Giovanni, a stale room with a sleeping mat and a cupboard with sink for his food and water. Learning how to trigger and control his Mega Evolution forms was the next test Mewtwo was in for... that is, until Giovanni had to open his big mouth.
Giovanni told Mewtwo that he only ever planned to use Mewtwo as a tool; that Mewtwo, pokemon, could never be equal to humans. That Pokemon only exist for human use and that Mewtwo's only purpose or value in life is to serve his creator. Enraged, Mewtwo destroyed the Team Rocket facility and flew back to the location of his previous 'home'. Deciding that he would declare war against non-clone life to prove to himself that his existence has value, he constructed his own castle and cloning tech from the remains of the original lab and devised a scheme to lure unsuspecting trainers to his home where he would defeat them, steal their pokemon and clone them for his own.
When Ash, Misty, Brock and several other trainers arrive, Mewtwo does just as he planned. What he didn't expect was for Ash to free the captive pokemon himself. Ash challenges Mewtwo's power, leading to a battle between the trainers' Pokémon and Mewtwo's clones who prove to be vastly superior in combat. Mew showed up and told him the clones were obviously inferior. Save for a defiant Pikachu and Meowth (cloned and original), during the battle Mew and Mewtwo's psychic battle wounds all of the Pokémon. Desperate, Ash charges in between them and is petrified by the blast. The tears of the Pokémon who watched as Pikachu tried to revive Ash have healed Ash. Moved by Ash's sacrifice, Mewtwo departed with Mew and his clones and wiped everyone's memories of the event.
Mewtwo eventually traveled to the Jhoto region and settled down with his clones on an island completely uninhabited by humans, with Mewtwo watching over as their guardian, but forbids them to leave and explore the world as normal pokemon would. Unfortunately Giovanni located Mewtwo and began his assault to recapture the psychic pokemon for himself once more. Ash and his friends by happenstance wound up on Mewtwo's island along with Jessie, James, and Meowth and got caught up in Giovanni's assault. Giovanni eventually succeeded in capturing Mewtwo using the lives of his clones and threats of torturing and experimenting on them to force Mewtwo's compliance. Everyone was captured and Giovanni orders the construction of a new Team Rocket base on the island.
Giovanni's greed inevitably became his undoing as their plans for a new base was sabotaged. The chaos allowed Ash and everyone with him to escape and aid mewtwo in protecting the island. He then teleported a lake and spring underground and teleported Team Rocket away (except Jessie, James and Meowth), then wiped their memories of the event (just not of Mewtwo himself). Ash convinced Mewtwo not to wipe his mind again with the promise of keeping Mewtwo's island a secret and Mewtwo thanked the human for his help and understanding. He let his clones go to live their own lives as any real pokemon would and departed solo to find his own purpose in life.

FIGHTING
"I was not born a Pokémon, I was created. And my creators have used and betrayed me. So, I stand alone!"
===========
Powers / Abilities:
Mewtwo was created by geneticists to be the ultimate battling machine, his abilities surpassing even his progenitor, Mew, due to intentional alterations to the genetic source material he was cloned from. Upon his birth he had no idea of the power he wielded or how to control it, but through Giovanni's help he learned to do so. With full sentience, genius intelligence equal to or above that of a human, tactically sound in all parts of combat and the ability to communicate fluently through telepathy, Mewtwo can be a very dangerous opponent. Outside of his vast intellect Mewtwo is able to use all forms of psychic abilities such as incredibly powerful and precise telekinesis great enough to manipulate and levitate dozens of objects at once, to levitate himself or others to fly, to control minds (permission only if used on pc characters), read, alter and erase memories and thoughts (permission only if used on pc characters), inhibit the 'special' abilities of others outside of natural weapons such as claws, teeth and brute strength/speed (permission only if used on pc characters) locate others psychically (permission only if used on pc characters), teleport himself/other things, and other abilities consistent with an extremely powerful psychic type. He also is able to learn other move types but shows that his strongest type mastery is Psychic.
Pressure: Mewtwo exerts a pressure on the opponent which makes them expend twice as much energy tiring them out twice as quickly. Unusable on PC characters without their permission.
Powers include but are not limited to Confusion, Disable, Teleport, Psywave, Psychic, Barrier, Counter, Psystrike, Recover, Psycho Cut, Shadow Ball, Hyper Beam, Zen Headbutt, Iron Tail, Flash, Focus Punch, Focus Blast, Swift, Metronome, Miracle Eye, Safeguard, Future Sight, Hypnosis, Force Palm, Psyshock, Mega Punch, Mega Kick, Fire/Ice/Thunder Punch, Slam, Explosion, Aura Sphere, Brutal Swing (Mewtwo X only), Hammer Arm (Mewtwo X Only), Rock Smash (Mewtwo X Only), Brick Break (Mewtwo X only), Power-Up Punch (Mewtwo X Only), Strength (Mewtwo X Only), Close Combat (Mewtwo X Only).
Confusion/Psywave/Psychic/Hypnosis: Uses his psychic powers to perform a variety of tasks.
Psystrike: Creates a white force field that expands rapidly from around him and explodes on contact with the opponent or summons his spoon and attacks with it.
Psyshock: Creates a stream of purple energy inbetween its hands and it then fires a purple beam of aura from its hands towards the opponent, or fires three orbs of purple energy at the opponent.
Psycho Cut: Tears at the foe with blades formed by psychic power.
Hyper Beam: Puts his hands together and charges energy between his hands. He then fires a massive and powerful dark purple and black energy beam at the opponent. He can't for one turn afterwards.
Disable: Mewtwo's eyes glow purple and the same purple aura surrounds him while his opponent is using an attack. Any energy attacks that try to hit Mewtwo are instantly disintegrated if it comes within range. In addition, the opponent cannot use the same attack for a while (2 turns).
Teleport: Self explanatory.
Barrier: Mewtwo rises in the air and a blue barrier appears around him.
Counter: Mewtwo sticks out his hand when an attack comes near. The attack bounces off and is sent back to the opponent at double the power.
Shadow Ball: Mewtwo puts his hands together and forms a black ball of energy. Mewtwo then shoots his at the opponent. Can summon multiple at once and can be charged for more power at the cost of using up energy.
Recover: Mewtwo's eyes and body glow with a teal aura, regenerating his body and healing his wounds.
Zen Headbutt: Mewtwo's eyes and head glow blue, and a see-through reflective shield forms around his head. He then flies at the opponent like a missile and slams his head into it.
Flash: Mewtwo forms an orb of bright light to illuminate dark areas or creates a brilliant flash of light that blinds the target.
Iron Tail: Mewtwo's tail glows white and he hits the opponent with it, sometimes leaving behind a white trail of energy where it swings.
Focus Punch: Mewtwo gathers energy in his fist until it starts to glow purple. He then punches the opponent.
Aura Sphere: Puts his hands together and creates a blue ball of energy, which he then fires at the opponent. Can also fire smaller ones from just one hand.
Focus Blast: He raises a hand and purple energy gathers at his fingertips. He then hurls it at the opponent.
Swift: Mewtwo's hands glow white, and he spreads them wide open, forming multiple yellow stars in front of himself. The stars are then fired at the opponent with a perfect accuracy.
Metronome: Mewtwo's raises his hands and waves them until the fingertips glow white. He then uses a random move.
Miracle Eye: Both of Mewtwo's eyes briefly flash white, allowing him to see and attack invisible enemies (ghosts) briefly.
Mega Punch/Mega Kick: Mewtwo's fists and/or feet become surrounded in purple and black flames. He then slugs or kicks the opponent with incredible force.
Force Palm: A white ball forms in front of Mewtwo's palms. He then dashes up to the opponent and thrusts his hands out in an open-palmed strike into the opponent with great force, sending the opponent flying backwards. The energy may also explode upon contact.
Ice Punch: First, his tail glows an icy blue color, as well as his hands which are surrounded by an icy wind. He then punches the opponent, potentially freezing whatever his hand comes in contact with. Or he punches from a distance, hurling a ball of ice and snow at the opponent. This attack may freeze the area around it or leave a frozen trail behind.
Fire Punch: His tail glows white hit and his fists ignite in flames. He then punches the opponent, potentially burning them. He can also hurl a ball of fire at them. This attack may burn the surrounding area.
Thunderpunch: His tail glows yellow and his fists do the same, accompanied by sparks of lightning. Mewtwo then punches the opponent, potentially paralyzing them. He can also fire this same energy in the form of a ball of electricity or surround himself with it and tackle the opponent.
Slam: Slams the opponent with his tail or grabs the opponent physically/psychically before slamming it into the ground.
Explosion: Mewtwo's body glows white and he flies at the opponent, then explodes violently, also damaging everything around him. This move instantly knocks him unconscious.
Brutal Swing (Mewtwo X only): Mewtwo X grabs the opponent and swings them around violently, potentially damaging everything around it, then throws the opponent.
Hammer Arm (Mewtwo X Only): Mewtwo X's forearms or hands glow white and he smashes them down onto the opponent or smacks the opponent hard. As he swings his arm, there is a white trail of energy left behind.
Rock Smash (Mewtwo X Only): Mewtwo X's hands and feet glow red. He then strikes the opponent with them repeatedly or slams a red fist into the ground, making the ground crack and move towards the opponent. While the ground cracks, small rocks fly out and hit the opponent. A single strike can break boulders.
Brick Break (Mewtwo X only): Strikes the opponent with hard karate chops. This move is capable of smashing through barriers.
Power-Up Punch (Mewtwo X Only): Mewtwo X's fists becomes surrounded in an orange aura. He then punches the opponent. Striking opponents over and over makes the user's fists harder.
Strength (Mewtwo X Only): Mewtwo X's body becomes surrounded by a white aura, and he becomes strong enough to lift several times his own body weight and hit harder.
Close Combat (Mewtwo X Only): Mewtwo X dashes forward and repeatedly attacks the opponent with a lightning fast barrage of strikes, punches and kicks. Afterward he lets out a deep breath and his arms shake.
Some of his powers manifest themselves as other powers, such as cryokinesis (generating ice for his Ice Punch), Pyrokinesis (generates fire for his fire punch), photokinesis (uses a flash of light for distraction/lighting up a dark area/escape), ect. He also has Psychometric and clairvoyant abilities that he can use to locate others if he wishes, though both are generally unreliable (and tire him out) so he doesn't use them much.
Clairvoyance: Receives sensory input of another person, including sight, sound, and touch (limited to inanimate object touch only). He sees things in current time via remote viewing. Requires concentration, there is no control whatsoever and its unreliable at best, as he can't always comprehend what he experiences. Received input lacks context and can be misinterpreted or confused with his own sensory input.
Psychometry: Tracing the 'fingerprints', or frequencies, that a person leaves behind on an object. He can pick up an object and tell who used it, how often and when. This includes sight, sound, and emotion the object has associated with and/or the environment around the object. At times he may stumble upon an frequency he's looking for by accident, the frequency might be too weak if the object hasn't been held by the target too often, there can be mental blocks that scramble the frequency placed there by other psychics, or there's too many signals at once to get a good frequency.
Mewtwo X and Y: When transformed into Mewtwo X or Y, he's uncontrollable, as when he transforms the energy he takes in during the process overloads his system. Both forms, unless properly controlled, are incapable of feeling pain, compassion, or mercy; there is only an incredible predatory instinct and a diminished capacity to react or otherwise respond to fear. The Mega Mewtwo forms are much more vicious and aggressive with no ability to discriminate between friend and foe. If uncontrolled he'll attack - and possibly kill - anyone in his vicinity and keep fighting until his body gives out or is destroyed by an opponent. Mega evolution, unless he learns to bond with others and keep them under control, is triggered by self preservation and extreme emotional response or pain.
When Mewtwo transforms into Mega Mewtwo X, he becomes a hulking monster, capable of elastically stretching his arms and legs as far as 10 meters away. He can pump his muscles to grow or shrink any limb to power up a punch or kick, using the stored power he has saved in normal form to harden his muscles so he can hit harder, accelerate his blows to speeds that would easily tear the limbs off of weaker beasts and to boost his strength. Attack power and durability increases greatly. Mewtwo X possesses the ability Steadfast; the ability to improve and quicken his reflexes every time he gets hit with a move that makes him flinch.
Mewtwo Y bolsters his mental power and speed in exchange for making him physically weaker, capable of moving so fast that, to himself, time around him appears to slow down (and that, to the outside observer, he can move so fast he can't be seen). The only clue he's moving at such speeds is a distinct sound whenever he appears or disappears again. His intellect is also heightened in this form, allowing him to think at a speed comparable to an Alakazam or a Metagross’ supercomputer brain. Attacks are at greater power as well. Mewtwo Y possesses the ability Insomnia, which means that it literally cannot fall asleep. *Note that this is not the Mewtwo in the link above, it is only an example of this form's speed. Watch from 40:05 to 40:49.

============
